No need to torrent when IRC is much easier for anonymity's sake. Besides, scanlations is more a community based effort. Torrents is anything but. IRC provides as a platform for distribution, communications between staff (meaning you don't need to provide contact information depending on the group), communications with other group staff, and communication with the leechers. Also, I find that leechers don't torrent manga (it's rare, but it gets done for certain series) out of consideration for the society culture that is formed around it.
Scanlations were almost impossible to permanently stomp when they were purely IRC based. Shit started to hit the fan only when the online viewing sites started cropping up...and the massive direct download sites.
